A seller might seem completely honest, but if you look at their review and they have a lot of negative feedback, there is a good chance that this is not someone that you want to buy a product from.
Ebay is a very secure site. It is constantly monitored for suspicious behavior. If I were to have a problem in any way, I could easily contact an authority as all transactions taken place on ebay are stored in a giant filing system.
